Solar quotes concentrate on the roof. The connection at the panel decides whether the system as quoted can be installed, and it is the part discovered last on badly run projects.
Why the panel is the constraint
A solar system feeds current into the panel rather than only drawing from it, and there are limits on how much can be back-fed relative to the panel's rating.

Wind load and attachment, which is an engineering matter here and is inspected as such.
Roof condition and age, because removing and refitting an array to replace a roof costs a substantial fraction of the original installation.

Batteries change the calculation
They also change the electrical work.
Storage brings its own disconnects, its own placement requirements and its own load considerations, and it interacts with any generator already installed.
A house with solar, storage and a generator has three sources and the switching between them is the design question, not an afterthought.
What a good quote contains
System size, panel work if any, disconnect location, interconnection handling, outage behaviour stated plainly, and roof attachment method.
A quote missing the panel work is not complete, and permits and inspection apply to all of it.
